As per the Ground Water Act, the Ground Water Survey and Development Authority should prepare a potential water scarcity report based on the study of rainfall and groundwater level in the observation well and submit it to the Hon. District Collector for declaration of potential water scarcity areas. As per the government decision of 3 February 1999 and as per the government decisions of 27 February 2008 and 25 October 2008, all the Gram Panchayats should study the situation in the village and submit a resolution on whether there is water scarcity or not. In this resolution, measures should be proposed to alleviate water scarcity. The Rural Water Supply Department , Z.P. should scrutinize the said resolution and prepare a period-wise , village-wise , and measure-wise potential water scarcity action plan. Obtain the approval of the Hon. District Collector for the potential water scarcity plan. The villages included in the plan should be surveyed by a geologist and the administrative approval of the Hon. District Collector is obtained as per the recommendations made in Form B. After receiving administrative approval from the Hon. District Collector, the measures should be implemented.
Benefits – Since the water scarcity alleviation program is already planned to provide drinking water in potential scarcity-affected areas , the villagers do not have to face water scarcity .
