R. R (Aba) Patil Beautiful Village Award Scheme

The name of the Smart Village Scheme has been changed to R. R. (Aaba) Patil Sunder Gaon Puraskar Yojana by the Government Decision No.: SMGRAYO-2020/Pr.No.39/Yojana-11, dated 20.03.2020, issued by the Rural Development Department.

  • Brief information about the scheme:-The main objective of this scheme is to maintain environmental balance, create prosperous villages and coordinate the village level schemes of various departments of the state government by developing the available natural resources through public participation under the R. R. (Aaba) Patil Sunder Gaon Puraskar Yojana. Every Gram Panchayat has an equal opportunity to participate in the scheme.
  • Scheme Criteria and Conditions:- Gram Panchayats are selected based on criteria and transparency. To participate in the scheme, Gram Panchayats with a population of more than 5000, Gram Panchayats located near cities, award-winning Gram Panchayats and other Gram Panchayats are divided and given marks accordingly. The marking method is based on the criteria of cleanliness, management, responsibility, non-conventional energy and environment, transparency and use of technology. A total of 100 marks have been kept for this.
  • Criteria for selecting a beautiful village :-:-

Cleaning :-

  1. Personal toilet facilities and use
  2. Toilet facilities and usage in public buildings
  3. Water quality inspection
  4. Wastewater management
  5. Solid Waste Management

Management :-

  1. Development of infrastructure facilities
  2. Health and education facilities
  3. Effective implementation of Central/State sponsored schemes
  4. Self-help group
  5. Ban on plastic use

Liability :-

  1. Regular payment of Gram Panchayat house rent/water rent collection as well as electricity bills used for water supply and street lights
  2. Expenditure on Backward Classes/Women and Child Welfare/Divyang
  3. Audit completion
  4. Organizing Gram Sabha
  5. social obligation

Non-conventional energy and environment:-

  1. Use of LED lights and conversion of electrical circuits to LED lights
  2. Solar street lights
  3. Use of biogas system
  4. Tree planting
  5. Water conservation

Transparency and Technology:-

  1. Computerization of all records of Gram Panchayat
  2. Facilities provided to citizens through computerization
  3. Gram Panchayat website and use of improved technology
  4. Aadhar card
  5. Use of computer programs
  • Gram Panchayats should conduct self-assessment as per the Government Decision dated 21st November, 2016 in Appendix-A and submit the proposal to the Panchayat Samiti after getting the approval of the Gram Panchayat.
  • Out of the self-evaluation proposals received from the Gram Panchayats, the 25% Gram Panchayats that score the highest will be cross-checked by the Taluka-level Inspection Committee in another Taluka, under which the Gram Panchayats that score the highest are declared Taluka Beautiful Villages.
  • Gram Panchayats declared as Sundar Gaon in the taluka are declared as District Sundar Gaon after inspection through district level inspection.

Providing basic /infrastructure facilities in rural areas with a majority of minorities बहुल ग्रामीण भागात मुलभूत/ पायाभूत सुविधा पुरविणे

  • In rural areas where the minority population is negligible, in order to improve the standard of living of the minority citizens residing in these rural areas by providing basic/infrastructural facilities, the Rural Area Development Program has been implemented for the minority-dominated Gram Panchayat areas from the year 2013-14 and has been approved to continue from the year 2015-16 onwards.
  • Gram Panchayats where the population of minority groups (Muslims, Christians, Sikhs, Buddhists, Jains and Parsis) out of the total population of the Gram Panchayat is at least 100 or more are eligible for the benefits of this scheme.
  • The selected Gram Panchayats will submit the proposal in the prescribed format to the Group Development Officer, and the Group Development Officer will scrutinize all the documents and submit the said proposal to the Deputy Chief Executive Officer (G.P.).
  • The selection of these villages is done in descending order of the population of the minority and the majority. In this proposal, a maximum of Rs. 10.00 lakhs of work is planned.
  • The following documents are required when submitting a minority majority proposal.
  1. Form-A regarding the total population and minority population of the village/gram panchayat area and development works to be undertaken.
  2. Copy of the resolution approved by the Gram Sabha to undertake development work under the Area Development Program.
  3. Detailed budget of development work to be undertaken under the Area Development Program, verified and certified by the Branch Engineer, Public Works, Panchayat Samiti.
  4. Certificate that the development work to be undertaken under the Area Development Program has not been undertaken under any other similar scheme of the Government.
  5. If funds have been sanctioned and distributed to minority majority Gram Panchayats under this scheme in the previous year, its utilization certificate should be submitted along with the proposal.
  6. Under this scheme, the proposal should propose development works up to a limit of Rs. 10.00 lakhs. If the proposal is for more than that amount, information should be given from which scheme the additional cost will be met.
  • Under this scheme, the following works can be undertaken for minority communities.
  1. Construction of a protective wall, water facilities, electricity supply and an internal 3 feet wide road for the cemetery/cremation ground/funeral site.
  2. Public Hall/ Marriage Hall. Drinking water facility, sewage system, internal roads, street lights, public toilets, etc.

 

Public Representatives Suggested Works

The decision to approve funds for the works suggested by the Hon'ble public representatives is taken at the government level.

The following criteria are being set while considering the works of village roads, sewers and other basic facilities in rural areas suggested by the Hon'ble People's Representatives.

  1. Detailed maps and estimates will be prepared for all works.
  2. The duration of the work will be six months.
  3. The cost incurred in excess of the approved project cost will have to be borne by the concerned Gram Panchayat.
  4. Quality control of this work will be monitored at the local level, district level and state level.
  5. After the work is completed, its maintenance and repairs are to be carried out by the respective Gram Panchayats.

PESA Law-

1. Palghar district has 8 talukas, 2 talukas Vasai and Palghar are partly under the Pesa area and 6 talukas are Dahanu, Talasari, Wada, Vikramgarh, Jawar and Mokhada are fully under the Pesa area.
